Depending on where and how you drive, brakes can easily wear out in very short order. On the race track, I've worn brakes out to the point that the piston came out in about 15 miles. (They had installed the wrong pads.) I've also driven for two hours on track with absolutely no brakes. (It's a long story.) If you live in west ...

Sounds like the death cry of a constant velocity joint. If the boot around the joint is torn, that's for sure the problem.

Did you change the water pump?
If you did, it could be something very serious...corroded and clogged water jackets.
I'm assuming you changed the radiator because of rust. That rust may be inside the block, too. Also, you could have an issue with engine timing. Or even air in the system.
Good luck.

Unless the car came with drums, don't do a brake "upgrade". For every brake "upgrade" I tested, about two half were WORSE than stock in stopping power. And another third were no better.
If ...

My guess is what you're experiencing is every rubber part in the car dying at once. Have you ever changed the radiator hoses? Heater hoses?
Another guess is a stuck closed thermostat.
The a/c is, in my estimation, an unrelated issue...an 80 year old man has heart trouble and dementia. Not related but simultaneously.

How big was the overhaul? Could be poorly installed rings. Did the guy hone the bore?
Did he replace the valve guides?
I'd take it back to him and say, "Friend, either you fix it or pay someone else to do it."

Key quotes: "A teenager is blaming her pet gerbil for a car crash.Officers say the 17-year-old girl was driving her Jeep on Highway 51. She veered off the road and slammed into a car stopped along the shoulder. That car hit another, which pinned a woman between the two vehicles and struck another ...
