My bet is the connection between the horn button and the copper ring on the steering wheel. (This allows you to honk while turning.) Perhaps it's been corroded or filled with something. Before you try cleaning it (maybe with an index card) make sure the fuse is good. Then trace the wires to the horn to see if they are chaffed or cut.
