When did 80 become the new 70 mph?

You know gas prices have become very serious when a dedicated car enthusiast sells his BMW M3 convertible to buy a hybrid.
Shocking.
But still, in certain cities, exceeding the speed limit is a little like knowing your teenager is somehow going to screw up...it will happen. In Los Angeles and Detroit, where cars are critical for virtually every facet of one's lifestyle, speeding at least five miles over the posted limit has far been the norm. As a matter of fact, it's been almost mandatory.
But exactly when did driving 80 mph become the new, and evidently, favored, act of lawlessness? Is there a community anywhere that has decriminalized speeding?
People frankly mean business when they are headed down the freeway at 80 mph. And there are more drivers who know less about how their vehicle stops—much less operates—than there are fast food restaurants along the roadside.
